WebVTT to SSA for legacy pipelines

WebVTT (.vtt) is the browser-native caption format, but some legacy subtitle pipelines, DVD authoring tools and older players still need SSA (SubStation Alpha v4). Converting a VTT file to SSA keeps the timings and inline <i>/<b>/<u> markup while producing a .ssa v4.00 script those tools can read.
